It's not like we haven't had any precendents across europe, for instance Gladio was responsible for most of the terrorist scare in Italy, or in Belgium & Germany. Gladio = NATO.

It will probably turn out a few years from now to be just as fishy as the Oklahoma city bombings, in which a few FBI "informants" had been involved at one point or the other.
A few decades from now the involvement of the FBI or some other administration in most of major terror plots in the US (& including a few of the shootings) will be come out in the open & nobody will give a damn.
In the meantime movies will be made about all those to mix up fact & fiction in the mind of people who watch TV so they can't tell which is which.
